Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent status as a Program Research Specialist 2 (Health Systems Analyst), G-23 OR current NYS employee with one year or more of permanent or contingent-permanent service as a Program Research Specialist 2 (HSA) G-23 or in a position allocated to a G-21 or higher and eligible for transfer under Section 52.6 of the Civil Service Law.Candidates from outside State Service can be considered for hire under the Hiring for Emergency Limited Placement– Statewide (HELPS) program if they meet the following minimum qualifications.a bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis of healthcare delivery systems, State and federal surveillance systems, health regulatory or policy analysis, or clinical outcomes. Preferred Qualifications: "• Experience with administering third-party tools and enterprise utilities required; experience with SQL, Python, R, Tableau, or other programming and visualization languages preferred• Familiarity with ITIL and Service Management principles preferred• Proficiency in Microsoft Office, specifically Outlook, Excel, Word. Experience with PowerApps, SharePoint, Power Automate, Teams, PowerPoint, and Visio preferred• Understanding of user administration principles and basic identity management preferred• Database architecture and data management experience preferred• Project Management certification or relevant experience preferred

Duties Description The NYS Department of Health’s Division of Data Services and Analytics (DDSA) is a forward thinking, leading edge, technology driven enterprise tasked with supporting the data needs of the NYS Medicaid program, whose mission is to transform the way that Medicaid data is organized, understood, and leveraged. DDSA's goal is to enhance data driven policy agendas and program improvement efforts that span the Medicaid enterprise. The Tools Administrator will work within the DDSA Data Architecture team. The position is multi-role in nature and will perform duties in the areas of toolset configuration, low-code development, project management and business analysis. The individual will be responsible for configuration and general business-side administration of both vendor provided and internally developed utility applications and services. The ideal candidate will be able to utilize their experience and skills to respond to requests concerning the administration and use of various applications as a service supporting the efforts of DDSA staff.

Additional Comments They should possess a basic understanding of ITIL and service management, configuration of third-party tools and have the ability to build solutions using Python or low-code platforms such as PowerApps.
